Amsterdam is a reimagining of Macao, set in a new environment with enhanced card balance and added gameplay elements. The game encourages players to strategically combine abilities while also weighing the benefits of delayed actions.

In the game, players take on the role of merchants in Amsterdam at the dawn of the 20th century. At the start, two district cards are placed in each of the twelve spaces on the board. At the beginning of each round, two district cards, along with two building and two profession cards (from a deck of 54 cards in each category), are drawn to create a pool of six available cards. Each card has a cost in colored action cubes and provides either a new action, special ability, or method for scoring points. In turn order, players choose one card from the available offer. Lastly, a market card is revealed that lets players exchange money for victory points during their turn.
