Because it can't stick to the earth and it is lighter than the other gasses that make up the earth's atmosphere most of the neon has simply floated away over time.
The sample of neon that is in our element cubes is under vacuum. This means that when you put the cube near an electrical field, the neon gas will glow a bright orange color.
