 اصل میں اُن ممالک کی سیاست کا تقابلی جائزہ ہے جو یا تو نو آبادیاتی نظام

کا شکار ہونے کے بعد آزادی سے ہمکنار ہوئے یا پھر جہاں صدیوں سے بادشاہت چلی آتی تھی، یعنی فرد واحد کے حکم کے تحت چلنے والے نظام کے زیر سایہ پل بڑھ کر جوان ہوئے۔ دونوں نظاموں میں حکمرانی کا مقصد عوامی خدمت کے برعکس عوامی استحصال اور اپنے اقتدار کو طول دینا تھا لہذا دونوں نظاموں نے رعایا کو وہ اعتماد ہی نہ دیا جو ان میں جرات افکار اور جدت کردار کو جنم دیتا۔  

اس کے بر عکس باشاہت یا نو آبادیاتی نظام کے زیر سایہ پروان چڑھنے والے نظام میں قومی مفادات کا تحفظ اور عوامی اور انسانی حقوق کی نگہداشت کے بجائے ذاتی مفادات کا تحفظ اور انسانی حقوق کا استحصال ہوتا ہے۔ لہذا ایسی سوچ کی بنیاد پر پروان چڑھنے والا نظام اپنے ہاں آئین بنانے اور اس کی روشنی میں اداروں ( مقننہ ، انتظامیہ ، عدلیہ الیکشن کمیشن اور فوج وغیرہ) کی تشکیل کے باوجود بھی وہ ثمرات حاصل نہیں کر پاتا جو کہ جمہوری نظام کے قیام کا مقصود ہے بلکہ اس کے برعکس تیسری دنیا یا پسماندہ ممالک میں وسائل کی بہتات کے با وجود نظام زندگی دن بدن بگڑتا چلا جاتا ہے اور عوام کے ساتھ ان کے اپنے ہی ملک میں قیدیوں کا سا سلوک کیا جاتا ہے عوام کی نمائندگی کا دم بھرنے والے سیاستدان جب اسمبلیوں میں پہنچتے ہیں تو ان کو عوامی مسائل کے حل سے کوئی غرض نہیں ہوتی بلکہ ان کی سوچوں کا محور مال بنانا اور مصلحت کی آڑ میں انتظامی، عدالتی اور عسکری عہدیداروں سے تعلقات استوار کرنا ہوتا ہے تا کہ یہ اپنا دھند ا بغیر کسی رکاوٹ کے جاری رکھ سکیں۔
