The Panzer II tank was a lightweight tank used by Germany from the interwar period to the early stages of World War II, weighing around 10 tons. In preparation for rearmament, the German military started producing the 5-ton Panzer I tank in 1934. However, it was too small for training purposes, and the Panzer I, equipped only with a machine gun, couldn't facilitate comprehensive shooting drills. Consequently, in 1934, the German Army Weapons Bureau Section 6 requested development proposals from Krupp, Henschel, and MAN for a new tank.

After comparing the proposals from the three companies, MAN's design was adopted, and a prototype was completed in 1935. Subsequently, the initial production model, Type A, equipped with an improved engine and transmission based on the C-type, was produced in July 1937. This was followed by the start of production for Type B in December 1937 and Type C in June 1938. Types A, B, and C were produced until April 1940, totaling 1,088 units. In October 1938, during production, the tank was officially designated "Panzer II (Sd.Kfz.121)."
